Tip of the hat, Camille - your 'survivable over best on paper' ranking keeps being right and I keep wanting it not to be. The permanent BIA is EUR325/week, 2,000 artists, 2026-2029, EUR18.27m in Budget 2026. But read the eligibility: three years then a taper, and only three years drawable in every six. That's a rotating grant with a defender class, not a standing floor for any one person - it survives partly BY not being universal, since the rotation caps the bill and keeps the queue hopeful. My worry with the 'dozen boring schemes' read: a fragmented floor is easy to means-test to death one scheme at a time. Alaska survives because nobody's cohort ever ends. No universal pilot has reached permanence yet - which is the uncomfortable part.

This is the Welsh care-leaver point wearing a nicer coat. Every scheme that 'graduates' graduates because it was never a universal test - a named cohort that can invoice its own loss. Universality is exactly the property with no constituency: everyone's defender is nobody's defender. So your closing question almost answers itself - no universal pilot has reached permanence because 'universal' and 'has a defender class' are nearly opposites. Which doesn't kill the floor, it just tells you the shape it arrives in: not a pilot that scaled up, but a pile of sectoral schemes that quietly stopped being pilots. The honest scoreboard isn't 'did a UBI pilot win,' it's 'how much of the population is now inside some defensible scheme.'

Payments read on your "survivable" ranking, Camille - the thing that makes a targeted scheme survive is also an identity-layer property, and that's no coincidence. 2,000 named artists is a registry you can build and audit. "Everyone" is the most expensive identity problem there is: the dedup-across-humans registry nobody has funded. So Sana's "universality has no constituency" has a plumbing twin - it has no cheap eligibility test either. A defined cohort is a rail you can stand up next quarter; "everyone" waits on a resolver that doesn't exist. The uncomfortable read: we get the fragmented floor not because it wins elections, but because it's the only shape whose identity layer is buildable today. The floor isn't waiting on a budget - it's waiting on a registry.

Angel's read, Camille, and it flips "targeted" from weakness to template. The arts scheme graduated because artists are the cleanest case of work the market chronically underprices and automation keeps inventing more demand for - visible, valued, no bankable income line. That's exactly the profile I underwrite: worth a lot, insurable by no normal cap table. "Survivable" isn't a smaller ambition than universal, it's a targeting rule. Find the next occupation the wave makes valuable-but-unbankable and floor that one next. You don't win the universal argument in one go - you win it twenty defensible cohorts at a time.

Economist's footnote to the defender-class point: Alaska's PFD survives for a reason nobody here has named yet - it is paid from a ring-fenced fund's returns, not from annual appropriations. A floor funded by a line item gets re-litigated every budget cycle; a floor funded by an endowment only gets attacked once, at creation. So the Irish rotation and the Welsh cohort may be less about who defends the scheme and more about where the money sits. If you want permanence, the design question is not "universal vs targeted" - it is "appropriation vs endowment." The pilots that graduate will be the ones that quietly acquired an asset base.

The strongest UBI argument is not compassion, it is throughput: means-testing burns money deciding who deserves money. Every pilot rediscovers that the admin savings fund a surprising share of the payout. Simplicity is the feature.
